The hadith is in Sahih Muslim {cite:hisba-ibn-taymiyya-ilmiyya p. 18}. The TDV encyclopedia says the Prophet inspected the market himself and later appointed officers over it. The sources name five of them: [[person/said-ibn-al-as|Sa'id ibn al-As]] in Mecca; and in Medina Abd Allah ibn Sa'id ibn Uhayha, Umar ibn al-Khattab, Samra' bint Nuhayk al-Asadiyya and al-Shifa' bint Abd Allah. Umar, [[person/uthman-ibn-affan|Uthman]] and [[person/ali-ibn-abi-talib|Ali]] then inspected the markets themselves and appointed officers over them. Umar put [[person/al-saib-ibn-yazid|al-Sa'ib ibn Yazid]], Abd Allah ibn Utba ibn Mas'ud and Sulayman ibn Abi Hathma over the Medina market. Under Uthman the market officer was al-Harith ibn al-Hakam, paid two dirhams a day and later dismissed for abusing his post. Al-Tabari records in his Tahdhib al-athar that Ali had a fixed seat in the market. The whip (*dirra*) these officers carried later became the muhtasib's emblem {cite:tdv-hisbe §history}.\n\nThe editors of Ma'alim al-Qurba make the Prophet the first to do the muhtasib's work. They say the Rightly Guided Caliphs carried out the hisba themselves and then appointed muhtasibs as the conquests widened {cite:maalim-qurba-edition-1976 p. 5} {cite:maalim-qurba-edition-1976 p. 6}. Ibn Taymiyya quotes a letter in which [[person/umar-ibn-al-khattab|the Commander of the Faithful, Umar]], told his governors that prayer was the most important of their affairs to him {cite:hisba-ibn-taymiyya-ilmiyya p. 17}.\n\nUnder the Umayyads the office kept the name \"master of the market\". The TDV encyclopedia records that [[person/asim-al-ahwal|Asim al-Ahwal]] (d. 142/759) inspected the weights in the market of Kufa, and that outside the market the chief of police dealt with hisba matters. Then, in 157 (773–74), under [[person/al-mansur|Abu Ja'far al-Mansur]], al-Tabari records that Abu Zakariyya Yahya ibn Abd Allah held the hisba in Baghdad.
