The family fled to Constantinople when Russian troops occupied their home in the war of 1877–1878, and his father died when Talat was eleven. Expelled from military secondary school without a certificate, he worked as a postal clerk at Adrianople and taught Turkish after hours at the Alliance Israélite school. Arrested in 1893 over a tampered telegram, he joined the Committee of Union and Progress, was imprisoned again in 1896, and was exiled to Salonika, where as a postman he smuggled dissident newspapers and built the Salonika organisation: the Ottoman Freedom Committee he co-founded there in 1906 merged with Ahmed Rıza's Paris CUP in 1907, making Salonika the party's internal centre and Talat briefly its secretary-general. {cite:wikipedia-talat-pasha-en}"

In the First World War the levers of demographic policy were in his hands. The article recounts that on 24 April 1915 he ordered the closure of all Armenian political organisations in the empire and the arrest of Armenians connected to them — the night arrests in Constantinople of 235 to 270 Armenian community leaders, including parliamentarians, clergymen, physicians, authors and teachers, the majority of whom were eventually murdered — and that these arrests are considered by many commentators to be the start of the Armenian genocide. He then issued the order for the Tehcir Law, in force from 1 June 1915 to 8 February 1916, which allowed the mass deportation of Armenians, a principal means, the article says, of carrying out what is now recognised as a genocide against Armenians: the deportees received no humanitarian assistance, and were subject to periodic rape and massacre on the marches to the Syrian desert. Talat conducted the policy partly by a telegraph machine installed in his own home. Confronted by the American ambassador Henry Morgenthau, he told him on 2 August 1915 that \"our Armenian policy is absolutely fixed and that nothing can change it\", and refused him the list of Armenian holders of American insurance policies. On 4 February 1917 he became grand vizier while keeping the interior ministry — the first member of parliament to become prime minister in Ottoman history — and presided over social reforms, the Brest-Litovsk treaty, and the empire's final defeats, resigning on 8 October 1918. {cite:wikipedia-talat-pasha-en}"
